A criação da Faculdade de Ciências Econômicas e da Escola de Química (1948), seguida da Faculdade de Direito e Faculdade Católica de Filosofia (1950), Escola de Serviço Social (1954) and Faculty of Sciences Medical (1961), did com que fosse atingido o número mínimo necessário de escolas superiores para que se pleiteasse a fundação de uma universidade em Sergipe .
In 1963, the then Secretary of Education of the State gave start to the process of creation of the university, brought in 1967 by Decree-Law No. 269 and made effective on 15 May 1968. At that time, there were two possibilities regime for the institution: the municipal, defended the director of the then Faculty of Medicine, Antonio Garcia Son, and the Foundation Federal, defended by Archbishop Luciano José Cabral Duarte, then president of the Council Federal Education (CFE).
