In 1989, a group of visionary teachers Cajamarca had the bright idea to take shape in Cajamarca creating a Higher University Studies center, ideal to display captured by becoming Promotora Civil Association of Private University Antonio Guillermo Urrelo of Cajamarca , formally established in May 1991, the date from which the project feasibility of Private University "Antonio Guillermo Urrelo" is made, the same as it is submitted to the Ministry of Education, an organization that refers you to the National Assembly of Rectors and this turn the CRI-North for approval; instances they do get a favorable opinion before the Congress, specifically the House of Representatives, where the process is cut short due to the dissolution of Congress from 05 April 1992. In 1993 reenters the Project for the Democratic Constituent Congress, with the favorable opinion of the Education Commission of the Congress; however, as being the Project on the agenda for approval by the full CCD, it takes the decision not to create more universities, until 1995 in which Act No. 26439 by the National Council is created promulgating Authorization for operation of universities (CONAFU), under whose regulations Promoter Association prepares new Building Project of the University, which, after a series of procedures is finally approved on November 19, 1998, issuing Resolution 490 -98 CONAFU, published in the official gazette El Peruano on December 4 of that year.The University began its activities on 30 January 1999, the date on which the Organising Committee is installed; the first entrance exam takes place on Sunday March 28, 1999 and the first academic year starts on April 5.
