In 1972; in response to the need to promote the arts, culture, and technology; Superior Studio of Fine and Applied Arts (ESAP) is created. Obtaining the legal authorization of the Ministry of Education Nº53, dated October 21, 1974.
On September 6, 1996 as Law of the Nation Nº954 / 96 and Artistic Polytechnic University (PAPU) he was formally established. Outfitted with three modes of study: Classroom Education Part-time and distance education. Since then UPAP constitutes an autonomous educational institution governed by the Constitution and the laws that regulate it. It is also worth mentioning that the UPAP has pioneered distance education in Paraguay.
