The State Polytechnical University of Carchi is an accredited institution of public higher education that meets the social through undergraduate and graduate demands, research, links with the company and management, generating knowledge that contributes to the development economic, social, scientific and technological, cultural and environmental development of the region. " The current university president, Hugo Ruiz Enriquez, in his capacity as Deputy of the Republic, representing the province of Carchi , presented to the National Congress for the period 1994 - 1996 the Building Project University of Technology Integration ( UTI) . After many efforts and long debates on the floor of Congress, the reform passed; but unfortunately the government of Arq. Sixto Duran Ballen vetoed for political reasons.
