Experimental Libertador Pedagogical University was created by Decree No.2176 dated July 28, 1983 the National Executive as a tribute to the memory of Simon Bolivar on the bicentennial of his birth. Incorporating Official Teacher Training Institutes University was established by Resolution No. 22 dated January 28, 1988 and became effective on 27 June of the same year with the signing of the Act of Consolidation, in a historical fact solemnly held at the San Francisco Church, the City of Caracas.
This integration process Official united all teacher training institutes which at that time were known as the Pedagogical Institutes: Caracas, created in 1936, Barquisimeto, 1959, Maturin and "Rafael Alberto Escobar Lara" (Maracay), 1971; and Miranda "Jose Manuel Siso Martinez" in 1976. Also joining the University Institute of Professional Improvement of Teachers with their respective core Academic, Faculty Center The Mácaro, created in 1938 and Gervasio Rubio, created in 1952, as the Inter-American Rural Education (CIER). In 1990 they spent last part of the university as independent Pedagogical Institutes. In 1992, also, the Pedagogical Institute "Monsignor Rafael Arias Blanco" is incorporated as an institute associated with the University.
