After many vicissitudes, the December 20, 1955, was created the National "San Luis Gonzaga" University of Ica, by Law No. 12495 , managed by former senator from Ica, Don Felix Themistocles Rocha Rebatta, during the government of General Manuel A. Odria ; producing in the town of Ica one of his greatest satisfactions. After five years, the people felt offended, since the university did not initiate its functions, putting excuses budgetary concerns, and coping even canceling the Nº21495 law by the Chamber of Deputies.
