Simon Rodriguez National Experimental University (UNESR) was founded with the core Caricuao in October 1971, then-President Rafael Caldera ordered the organization of a new university in the Capital Region. In order to give legal status to the institution in November 1973, the team concludes the report about creating UNESR, in which the administrative and organizational model of the Study Center was established which was enacted in January 1974. This report was approved by the CNU the 24 January 1974.
Between April and May 1973 responsible for facilitating the 33 participating teachers, advisory team announced its dissolution as such. Thereafter it was decided that all teachers would operate together as a single academic unit micro-management based on a, non-hierarchical, participatory and responsible auto horizontal organization.In February 1974, a group of 39 students from colleges Caracas and Los Teques entered the University. Later in June 1974, the Student Population Growth Plan covering until February 1977, which aims to have a total of 2150 participants and ceiling, unattainable goal since it was necessary to ensure a rate of announced growth that would avoid a number jump so abrupt.During 1974 and 1975 the University was assessed by several committees, which determined the scope of certain levels of development, then operated jointly a hundred students, 35 teachers and 13 administrative employees who worked in a non-hierarchical structure and autogestionaria.
