The National Experimental University of Tachira was created by Decree of the President of the Republic No. 1630 , dated February 27, 1974 , with regional development targets set out in its General Regulation. Among the founders are professors Nieto Bastos , Guillermo Marquez and Lorenzo Monroy . The Integrated Development Plan presented by the University to the then Ministry of Education and the National Council of Universities foresees the creation of a university that through comprehensive functions of teaching, research and extension, influence the formation of human resources, linked by contextual knowledge to the solution of the problems of the region and the country.
