The National University of Tumbes is linked to the preliminary acts that led to the creation of the subsidiary in Tumbes by the National University of Piura, on 22 December 1972. The then National Council of the Peruvian University (CONUP ), transcribes a letter from the Ministry of Fisheries which calls for the National University of Piura opine regarding the operation of a program of Fisheries in the city of Tumbes; this petition determined the appointment of a multisectoral commission to conduct the socioeconomic study of Tumbes, and July 4, 1975, the Commission presented its report proposing the creation of a subsidiary of the Technical University of Piura in Tumbes, deserving approval the university.
On July 10, the operation of the subsidiary before the Sub-Committee of Zonal Development of Tumbes was raised, and the patronage Pro-subsidiary was formed, responsible for studying the infrastructure and human resources, whose results were presented to the President Reorganizing and the Government Commission of the National University of Piura in CONUP and the corresponding ministry. In March 1976, they inaugurated the academic programs of Agronomy, Accounting and Fishing Engineering. On 8 September 1980, the then MP for Tumbes, Dr. Armando Mendoza Flores, introduced Bill No. 213 on the establishment of the National University of Tumbes, the same who was elevated to the Commission of Universities, Science and culture of the Chamber of Deputies. The Commission issued a favorable opinion on 30 March. Later, in 1984, it happens a number of activities and pronouncements that led to the enactment of Law No. 23881, which creates the National University of Tumbes, the same that was enacted on June 23, 1984.
