The National University of the Peruvian Amazon (UNAP) was created on January 14, 1961 by Law 13498 enacted by the government of Manuel Prado Ugarteche, due to various actions that the community of Loreto had been making since the early 50's XX century, in order to have an institution of higher learning. According to this Law, the University should initially be comprised of the following Colleges: School of Chemical and Industrial Engineering, School of Agriculture, School of Mechanical and Electric, and technical institutes intermediate and training centers for workers, which They begin to function as the financial resources of the University permitted. The Act also provided for the operation of a Research Institute of Natural Resources and Anthropological Institute.
To realize the development of the activities of the newly established institution, in accordance with Article 7 of the Law 13498, the Board of Directors of the University which was chaired by the Minister of Education, Dr. Alfonso Villanueva Pinillos it was created , and composed of three professors from the National University of San Marcos, two professors from the National University of Engineering and professor at the Universidad Nacional Agraria La Molina. Secretary General of the Ministry of Education acted as Secretary of the Board. The Board's objective was to formulate the plan of organization, financing and operation of the institution; exercise their legal representation; manage your income; appoint or hire the faculty and staff; and formulate and approve the budget for the first year of work at the University. The law establishing the UNAP considered that to assist the Board of Directors should establish a Board.
