The origin of the National University of Huancavelica goes back to the time of the Government of Gral. Manuel A. Odria, in which a series of building projects universities are presented. During the government of Dr. Alan Garcia Perez, the project presented by Deputy Dr. Moses Tambini Valley it was approved by Act No. 25265, the same as promulgated and published on June 20, 1990, creating the National University of Huancavelica with the following faculties: Engineering Science, Education and Nursing; becoming the first Peruvian university that has decentralized character creation.

First Organizing Committee, appointed by the National Assembly of Rectors with Resolution No. 0270-90-NRA of October 2, 1990, was composed by Ing. Armando Zarate Gonzalez, President, Eng. Mario Cordova, Academic Vice President and Lic. Marino Llanos Villajuan, Administrative Vice. The official inauguration was on October 14, 1990 in the historic Plaza de Armas of the city of Huancavelica. The June 15, 1992, started the academic activities both in Huancavelica, Elementary School San Cristobal, and the decentralized subsites of Acobamba, Angaraes and Tayacaja."
