The project idea was born with the University Institute of Technology with the same name, which works in Valera, Trujillo state, since April 1997. The experience showed that it was possible and perhaps even necessary, contin ue with greater educational project scale, but this time, for reasons of practicality, in the city of Maracaibo. Thus, in September 1997, market research and economic feasibility begin. In January 1998 the Civil legally registered Association Dr. Jose Gregorio Hernandez University and introduced to the Institutional Evaluation Programme (IEP) of the Office of University Sector Planning (OPSU) of the National Council of Universities (CNU), copies contentivos of the first phase of the project, namely: Rationale and Feasibility of the project Organic Statute, Curriculum Design, Financial Support, Physical Plant, Student Affairs and Control Studies. Subsequently, in mid-1998 corrections and reformulations of the first phase of the project suggested by the IEP are made, and sent to the Coordination of the Nuclei of Deans of the Permanent Secretariat academic projects originally requested nine races: Engineering Computer and Systems Administration, Accounting and Human Resources Management, Integral Education and Pre-school, Graphic Design and Art.
