Private Pacific University comes a March 4, 1991, in the streets Pedro Juan Caballero and Azara, in our capital city, with the authorization of two races: Business Administration and Marketing Management with 55 students, 6 teachers and 3 officials. Due to the change mentioned, it had to wait until 1993 for the enactment of Law 136/93 "De Universities" which regulated Article 79 of the Constitution concerning higher education. After a process of several meetings with the legislature and the executive branch, they were awarded the final creation of the UPP by Law 437/94, where it is contemplated that recognized all executed during the previous years with the interim authority .
