The East of the Republic has always been known for its cultural concerns. The first school founded in Venezuela was created in Cumana in 1515, and since the beginning of the colony educational activities that influenced remarkably in the region and led to the creation of studies at a higher level were developed. The University of East was created on November 21 in 1958, by Law Decree No. 459 issued by the board of Governors chaired by Dr. Edgard Sanabria, as Minister of Education Dr. Rafael Pizani, under the leadership of its founder Rector Dr. Luis Manuel Peñalver.
