In 1867, the National Congress, headed by Pedro Carbo decreed the founding of the University Board of Guayas, the first of December is installed and has the privilege of awarding degrees and titles, so this date is considered the founding University of Guayaquil. The first was installed in the Faculty of Law in 1868. After a period of political instability, the Organic Law of Education in force since February 1877, creates again the College Board of the Province of Guayas, settling for the second time under the Rector chairmanship of Dr. Francisco Campos Coello, with two faculties: Law and Medicine and Pharmacy founded on November 7, 1877.
