Congress University (UC) is the youngest of the universities of Mendoza. Sponsored by the Graduate Congress Foundation, the UC was provisionally authorized to operate by the decree of the National Executive Order No. 2377, dated December 28, 1994.
The Graduate Congress Foundation, established in Buenos Aires and authorized to operate by resolution 1229 of December 20, 1990 of the General Inspectorate of Justice managed the Institute of Public Policies for Latin America, non-university level, depending on the jurisdiction the Directorate General of Schools of the Province of Mendoza (IPPAL E-90), whose aim was to form a ruling class for the provincial government. Foundation and Institute designed the project to create a new university founded in IPPAL, which was authorized in 1994 under the terms of the then current law, Law 17,604 and other national standards.
