The Catholic University "Our Lady of the Assumption" was conceived by the Catholic hierarchy of Paraguay as an institution of higher education, in the late 50s. Previous work were arranged by the then Archbishop of Asunción and president of the Paraguayan Episcopal Conference (CEP), Mons. Aníbal Mena Porta.
In September 1959, in plenary session, the CEP reaffirmed its right to establish colleges of education and the recognition of this right by the Constitution of 1940, in force at the time.he founding decree, signed by Archbishop Mena Porta's. February 13, 1960 - states that the Catholic University is called "Our Lady of the Assumption" and will be under the patronage of the CEP and senior management of the Archbishop of Asuncion in Chancellor quality. It has also to be honored as patrons of the same to the Sacred Heart of Jesus and Our Lady of the Assumption.
