The mayor invested constitutional functions, the lawyer Williams de Souza Arruda, created the Regional University of the Northeast, which would sponsor the Foundation University Northeast Regional. The first meeting of the University Council took place on April 13, 1966, in order to elect the president of Furne.
This meeting was attended Williams de Souza Alvarez, Francisco Brasileiro Chaves, Edvaldo de Souza of O, Manuel Figueiredo and José Lopes de Andrade, in addition to Professor Francisco Maia, provided director of the School of Philosophy, the oldest of the colleges that they have joined the Urne. Unanimously, the name of Mayor Williams Arruda was chosen to chair the Foundation and at the same time, hold office as first president. It was, of course, a recognition, an honor the merits, although it is almost impossible to then mayor take the higher management of the University, given the responsibility that weighed on their shoulders.
