In the year 1965, senior Kuo Ming Tong member Wong zhong-shan, National Assembly deputy Lee hong-chao, Lao li-xu gathered together. They decided to devote what they had at hand respectively and made it into a name brand school to prepare appropriate manpower during industrialization of ROC in the 70s. In July of that year the blueprint of the school took its form, and in October the Board of Directors was established. The first directors were: Mr. Wong zhong-shan, Pan lien-fang, Ran yian-ji, Liu tuo, Yang jue-tien, Chen jien-zhong, Chen kai-se, Zhang ti-an, Hao li-xu, Lee Hong-chao, and Mr. Zhang feng-xi. Wong zhong-shan was elected Chairman of Board, and Dr. Lee Hong-chao was appointed the first President of Ming-hsin Institute.
On 1966 March the 1st, the institute took its launch only with three departments respectively: Mechanical Engineering, Civil Engineering and Industrial Management. The total number of the first year of school was 300. Same year August, Electrical Engineering was added. 1967 Chemical Engineering took its place. In year 1970 October, 2-year Mechanical and Electronic Engineering junior college program were installed. In 1989, International Trade and Business Administration Department were on the list. Same year, School changed its official name into “Ming-hsin Institute of Technology & Commerce”. In 1992 august, Management of Information System department was set up. As for Continuing Education program, Ming-hsin had been consecrating its precious manpower ever since 1971 by establishing 2-year junior college program for students with high school or vocational high school diploma. 1997 July, Ministry of Education passed its vote and Ming-hsin became “Institute of Technology”, appending 2-year & 5-year junior college programs.
