The National Institute of Advanced Studies (IAEN) was founded in 1972 and has a long academic career. Founded more than 40 years ago, in the early decades contributed to the formation of a large group of civil servants and private sector. The aim of the training was to have an intellectual and political elite. This objective determined standards recruitment of students and the organization of curricula and academic work.
In 1996, Congress approved the Law Amending Decree No. 375-A. The most significant change introduced is to recognize the IAEN as "superior graduate academic institution." This definition of IAEN is consolidated in the Higher Education Act of 2000. Despite having the status of higher education institution of public character, CONESUP systematically prevented access to resources IAEN Permanent Fund of Development of Universities and Polytechnic schools (FOPEDEUPO). The lack of resources affected the institutional development of IAEN as graduate school, compared to other universities recognized in the Law. It is estimated that IAEN was harmed by the CONESUP at about $ 40 million between 2000 and 2010. This discrimination negatively affected the training and continuing education and Ecuadorian public servants.
