Date 09/24/1997, Prime Minister Vo Van Kiet signed Decision No. 792 / TTg allows establishment of Hai Phong Private University. Dated 09.29.1997, the Minister of Education and Training Prof. Dr. Tran Hong Quan signed Decision No. 3026QD / Education on recognition of the Board of Hai Phong Private University, the 3027QD / Education on the recognition of Prof.. Tran Huu Nghi is Rector of Hai Phong Private University, and Decision No. 3028 / Education about allowing schools Hai Phong Private University was formally started operations and admissions from the academic year 1997-1998.
