In 1987 , the establishment of Azarbaijan Shahid Madani University was proposed to the ministry of culture and higher education as Azarbaijan Tarbiat Moallem University by the authorities and some of Azarbaijan representatives in Islamic Majlis ( parliament ) in order to provide necessary skilled labour for teaching in west-north provinces , and it was agreed in 1988. The university admitted some students in mathematics & Persian literature courses and began its educational and research activities.
