Inspired by the aspirations and dreams of the youth from Cabuyao, the Sangguniang Bayan, through the visionary leadership of Hon. Mayor Proceso D. Aguillo and Hon. Vice-Mayor Isidro L. Hemedes Jr., established the Pamantasan ng Cabuyao (PnC) with the former as the founding president. Their strong desire to serve the disadvantaged sector of Cabuyao was enshrined through the Municipal Ordinance No. 2003-059 (as per Resolution No. 060-2003) entitled: ORDINANCE ESTABLISHING THE PAMANTASAN NG CABUYAO (UNIVERSITY OF CABUYAO AND FOR OTHER PURPOSES).
