Louisiana's post-secondary technical education system was established in 1999 by a Constitutional Amendment. It is constitutionally governed by the Louisiana Community and Technical College System Board of Supervisors (LCTCS Board), which was appointed by the Governor. Prior to 1999, the Technical College System was governed by the State Board of Elementary and Secondary Education/Board of Vocational Education. Since the 1930s, vocational education has been afforded to the citizens of Louisiana through a system of post-secondary technical education, which also provides technical training to secondary high school students.
